The purpose: To promote an understanding of the Littlestown Area School District (LASD), Littlestown PA, and actions of the school board. It is our desire to provide the taxpayers with access to public information that will show how the district accounts for our tax dollars.

History: For those who are unaware, in May 2002 a presentation was made to the board by three citizens with the purpose of arguing that no tax increase was needed to meet the school district's budget. Although an increase in the real estate tax was not adopted by the board, the board voted to increase the occupation tax assessment from 75% to 100%, which would provide approximately $350,000. Board member Eleanor Dehoff, alone, voted no.

Our on-going look at the financial records of the district since that time continues to confirm poor bookkeeping procedures. We brought this to the attention of the Department of the Auditor General of Pennsylvania, and after many weeks of their investigation, came to the same conclusions: confusing and inaccurate financial reporting.

The audit recommended the board establish policies and procedures for the treasurer's reports to assure accuracy. A representative from the Department of the Auditor General said that it was very important to account for every tax dollar and to understand the reports. We agree. Here is the "Observations and Recommendations" portion of the audit report.

Dr. McConaghy, superintendent of LASD, said he disagrees. He stated to the Hanover Evening Sun, "There's nothing wrong with them."

Take action. Call or write to your school board representative and demand accountability for your tax dollar. Come to the school board meetings and voice your concern over the slip-shod method of accounting. Write letters to the editor demanding a change.

VOTE in the election and show that you will not tolerate sloppy bookkeeping. DO NOT support candidates that will not support you and your tax dollar.

If the superintendent and school board are careless with your money, what else might they be careless with? Think about it.
